2026 Policy Address and The First Five-Year Plan
The Hong Kong Association of Property Management Companies (HKAPMC) welcomes the release of the 2026 Policy Address and The First Five-Year Plan, which provide a forward-looking and comprehensive roadmap for the city’s long-term development.
We are particularly encouraged by a number of initiatives relevant to property management and building governance, including:
– Enhancing building and fire safety governance
– Strengthening support for building rehabilitation and combating bid-rigging in major maintenance works
– Promoting smart technologies such as IoT fire detection systems
– Introducing a three-tier mechanism for resolving building management disputes
– Expanding the Joint Property Management Scheme and developing smart communities
– Advancing energy efficiency, decarbonisation and sustainable building management
As Hong Kong embarks on a new phase of long-term development under the 2026 Policy Address and The First Five-Year Plan, the property management sector will continue to play a vital role in enhancing urban governance, safeguarding building safety, enhancing community resilience and improving quality of life for the community.
We are pleased to see many of the priorities advocated by the property management sector reflected in the 2026 Policy Address and The First Five-Year Plan. By strengthening building safety governance, enhancing building management frameworks and promoting smart communities, these policy initiatives will help elevate Hong Kong’s overall building governance standards and foster a safer, more liveable environment for the community.
