香港電台「自由風自由Phone」節目訪問 – 私隱專員公署就使用無人機及閉路電視系統等提供實務指引

私隱專員公署於2025年10月27日就「使用閉路電視系統、無人機及車廂攝錄機」發出了新指引。前會長暨公共關係委員會主席陳志球博士, SBS, BBS, 太平紳士於2025年10月29日在香港電台「自由風自由Phone」節目的訪問中闡述了重點。

隨著科技日益發達,閉路電視在保安或監察方面的應用越趨普及。然而,在應用時必須平衡對個人私隱的尊重。新指引強調:
✅ 進行私隱影響評估
✅ 確保收集資料的必要性、相稱性及透明度
✅ 提供清晰的告示
✅ 實施嚴格的存取控制和數據保安措施
✅ 限制資料保存期(一般保安用途通常為兩星期)

陳博士特別指出,雖然在公眾地方(例如主要出入口、電梯內、泳池範圍作救生用途)安裝閉路電視已被普遍接受,但絕對禁止在更衣室、租予業主使用的私人空間等私人區域安裝。

給會員的重要提示:

  1. 檢視現行政策: 確保您的閉路電視使用政策符合《個人資料(私隱)條例》及物業管理業監管局的《操守守則》。
  2. 保持透明溝通: 與業主及住戶就監察的目的和範圍進行溝通。
  3. 培訓員工: 制定嚴格程序,規定誰可查閱錄影片段、必須保存存取記錄,並確保僅授權人員在監督下處理相關資料。
  4. 資料保存: 遵守合理的資料保存期限,並在不需要時安全地銷毀錄影片段。

The Privacy Commissioner for Personal Data issued new guidelines on October 27, 2025, regarding the “Use of CCTV Systems, Drones, and In-Vehicle Cameras.” Dr. Johnnie Chan, SBS, BBS, JP, Past President and Chairman of the Public Relations Committee, highlighted the key points during an interview on RTHK’s program on October 29, 2025.

With the increasing advancement of technology, the use of CCTV for security or surveillance purposes has become more widespread. However, its application must balance respect for personal privacy. The new guidelines emphasize:

✅ Conducting privacy impact assessments
✅ Ensuring the necessity, proportionality, and transparency of data collection
✅ Providing clear notifications
✅ Implementing strict access controls and data security measures
✅ Limiting data retention periods (generally two weeks for typical security purposes)

Dr. Chan specifically pointed out that while installing CCTV in public areas (such as main entrances, inside elevators, or pool areas for lifeguard purposes) is widely accepted, it is strictly prohibited in private areas such as changing rooms or spaces rented to property owners for private use.

Important Tips for Members:

  1. Review Current Policies: Ensure your CCTV usage policies comply with the Personal Data (Privacy) Ordinance and the Property Management Services Authority’s Code of Conduct.
  2. Maintain Transparent Communication: Communicate the purpose and scope of surveillance with property owners and residents.
  3. Train Staff: Establish strict procedures specifying who can access recordings, maintain access logs, and ensure only authorized personnel handle relevant data under supervision.
  4. Data Retention: Adhere to reasonable data retention periods and securely dispose of recordings when they are no longer needed.

參觀香港建造業工藝測試中心

On October 8, 2025, HKAPMC organized a visit to the Hong Kong Construction Industry Trade Testing Centre to deepen our members’ understanding of industry standards and innovative construction practices.

Participants toured:
1) Truss-out Scaffolder Safety Training Centre
2) MiC & MiMEP Connection Skillsets Mock-up
3) Cement and Mortar Testing Centre
4) Painting Centre

The focus was on gaining insights into Modular Integrated Construction (MiC) and MEP connections, key areas in Hong Kong’s new builds. Our External Affairs Committee arranged this event, and we thank the CIC for their support.

Immediate Past President Dr. Edmond Cheng, Chairman of External Affairs Sr. Andrew Lee, Hon. Treasurer Mr. Bevis Leung and Council Member Mr. Ellis Ip presented an appreciation certificate to CIC for their assistance.

A second visit is scheduled for 16 December 2025. Registration details will be sent to all members shortly—stay tuned!

2025年10月8日,HKAPMC安排會員參觀香港建造業工藝測試中心,藉此深化對行業標準及創新建築技術的了解。

參觀內容包括:
1) 懸空式棚架安全訓練工場
2) MiC及MiMEP接駁工藝模擬
3) 水泥砂漿測試中心
4) 油漆測試中心

此次重點是了解在香港新建工程中日益重要的MiC和機電工程技術。「對外事務委員會」安排此行,並感謝建造業議會(CIC)的大力協助。

上屆會長鄭錦華博士、對外事務委員會主席李春犁測量師、義務司庫梁偉成先生及理士葉志明先生,代表本會向CIC贈送感謝狀。

「2024-2025 東九龍總區最佳保安服務選舉」頒獎典禮

Honored to have attended the Kowloon East Region Best Security Service Award 2024-25 Presentation Ceremony on 23 October 2025.

This meaningful initiative by the Kowloon East Regional Crime Prevention Office (RCPO KE) is a powerful testament to our shared commitment to community safety. This year’s theme, “Safe Community starts with Best Security,” perfectly captures the indispensable role our dedicated security personnel play.

It was inspiring to learn that HKPF received 528 nominations across various sectors, with 211 outstanding individuals and teams being recognized for their excellence. A special congratulations to the Gold, Silver, and Bronze award winners – your professionalism and dedication are truly commendable!

蟲害控制策略研討會已經完滿結束 (24 October 2025)

Thank You for Joining Our Seminar on Pest Control Strategies! 
On 24 October 2025, we hosted an engaging seminar on gall insects on trees and pest management. We sincerely thank Mr. Chiky C.Y. Wong for sharing his expert insights, your valuable knowledge greatly enriched the session!

We are proud to share that the seminar attracted over 100 participants, both online and in person, demonstrating strong industry interest.

Highlight of the Seminar Content:
• Introduction to tree species affected by gall insects
• Understanding the life cycle of gall insects
• Recognizing symptoms and their impact on trees
• Long-term effects on tree health
• Challenges in treatment and limitations of general pesticides

2024-2025 年度新界南總區最佳保安員選舉頒獎典禮暨保安業 資訊巡禮

We are pleased to share that the 2024-2025 New Territories South Region Best Security Personnel Awards Presentation Ceremony cum Security Info Fair was successfully held on October 21, 2025.

During the event, the dedication and excellence of outstanding security personnel were showcased. Additionally, the Hong Kong Police Force and collaborating organizations shared insights into the latest security innovations, including community mediation pilot schemes, dementia awareness training, drone patrol systems, AI CCTV analysis, the Hong Kong Police Mobile App, and counter-terrorism measures.

Guest of Honour, Mr. Kevin Chu, President, attended as the main officiating guest, and congratulations were extended to all award recipients. Your hard work and dedication inspire us to continue striving for excellence!

齊心參與 2025年立法會換屆選舉,共建美好香港 [選舉日期為12月7日(星期日)]

2025年立法會換屆選舉將於127日(星期日)舉行。立法會是香港特別行政區的重要立法機關,是次選舉旨在選出愛國愛港、有能力、有擔當的議員,服務市民、貢獻香港。為此,我們誠摯呼籲各位會員積極參與,並鼓勵身邊親友及同事踴躍投票,共同為香港的未來出一分力。

以下是我們希望各位會員協助推動的事項:

1. 提醒選舉日期

呼籲所有物業管理界從業員於127預留時間前往所屬投票站投票。

2. 鼓勵公司為員工提供投票便利

請各會員公司盡量為員工提供靈活的工作安排,例如允許員工在辦公時間內前往投票站投票,以便他們能夠順利履行公民責任。亦可於公司內部通訊或社交平台分享投票信息,提高員工對選舉的關注度。

3. 鼓勵親友及同事參與投票

請各會員積極鼓勵家人、朋友及同事於投票日踴躍投票,共同為建設更美好社區努力。

4. 在管理的屋苑推廣投票信息

請各會員公司於所管理的屋苑內,透過張貼海報、透過屋苑網頁或利用電子屏幕等方式,提醒居民踴躍投票,共同營造積極參與選舉的社會氛圍。

5. 政府宣傳資料
