Meeting with the Home Affairs Department on the Building Management Ordinance amendments

On 10 March 2026, We had the privilege of joining representatives from the Hong Kong Housing, Property and Facilities Management Professional Alliance for a productive meeting with the Home Affairs Department.

We engaged in an open discussion with Ms. To Kit-lai, Director of Home Affairs; Mr. Te Chi-wang, Deputy Director; and Ms. Li Ka-yuen, Assistant Director, regarding the proposed amendments to the Building Management Ordinance (Cap 344).

We are grateful to the Department for sharing their preliminary concepts and implementation details, and for considering the observations from industry professionals. The Alliance reiterated its full support for the Government’s determination to combat bid-rigging to protect the interests of property owners.

A key consensus from the meeting was the necessity of striking a delicate balance in the amendment process: strengthening regulatory control to prevent malpractices must be carefully weighed against the need to maintain the smooth daily operations and decision-making processes of building management bodies.

We look forward to continued dialogue with the Home Affairs Department to collectively refine and enhance the property management landscape in Hong Kong.
