Following the recent fire incident at Wang Fuk Court in Tai Po, the Hong Kong Fire Services Department (FSD) held a meeting with our association and subsequently issued a letter with recommendations for enhancing building fire safety. To protect lives and property, our association strongly urges all member companies to strictly comply with fire safety regulations and FSD guidelines, and to implement the relevant measures as soon as possible.

In the letter, the FSD particularly emphasized the following key points:

1. Strengthen Fire Service Installation Management: Ensure that key areas such as control rooms and pump rooms are kept clean and orderly, that fire service installations are functioning properly, and that regular inspections are carried out in accordance with regulations.

2. Properly Manage Risks During Fire Service Installation Works: During maintenance, affected installations should be shut down in stages and promptly tested and restored upon completion to minimize system downtime.

3.Supervise Fire Safety During Major Renovation Works: Ensure fire service installations are repaired and fully operational before works commence, enhance patrols during the works, and coordinate construction sequences to eliminate fire hazards.

4. Enhance Fire Safety Awareness and Emergency Response Capabilities: Strengthen training for frontline staff and actively promote fire safety awareness among residents.

Furthermore, members are encouraged to actively participate in voluntary fire alarm system testing to further enhance public safety. The testing includes manual call point functionality, system power stability, and control panel signal transmission. Please note that this testing does not replace the statutory annual inspection, which must still be conducted on schedule.

Fire safety is critical to the lives and property of every citizen. We urge all member companies to immediately review their current fire safety management measures and promptly follow up on the FSD’s recommendations to collectively improve building fire safety standards.

Key reminders:
✅ All on-site fabric materials (e.g., curtains, protective nets, plastic sheeting, tarpaulins) must be flame-retardant and comply with recognized standards such as:
GB 5725-2009 (Safety Net)
BS 5867-2:2008 (Type B)
NFPA 701:2019 (Test Method 2)

✅ Regularly clear debris and combustible materials from scaffolding and work areas to prevent fire hazards.
