HKAPMC proudly co-organizes the launch of the “Building Emergency First Responders” (BEFR) Scheme with the Hong Kong Fire Services Department and the Property Management Services Authority!

This initiative empowers property management professionals to become first responders within their buildings—strengthening fire safety at the community level.

We are honored to have our President, Mr. Kevin Chu, Past President, Dr. Johnnie CHAN, and Council Member Mr. Francis Tsang represent HKAPMC at today’s kickoff ceremony and inaugural workshop.

Overwhelming industry response:
– 200+ members participated on-site
– 2,000+ licensed property management professionals joined online

What makes the BEFR programme unique:
Participants develop three core capabilities:
1. Immediate Response – Correct use of building fire equipment and first aid tools
2. Risk Management – Regular inspections to identify and report fire hazards (e.g., obstructed escape routes, propped-open fire doors)
3. Communication Bridge – Serve as a link between HKFSD and residents, promoting the latest fire safety information

Upcoming training:
Following today’s launch and the inaugural workshop, the department will offer three consecutive weeks of training in April, with regular courses thereafter to ensure sustained industry capability building.

A heartfelt thank you to the HKFSD for leading this visionary initiative, and to our co-organizer the Property Management Services Authority for their invaluable collaboration.

Together, we are building safer communities by empowering property management professionals as the frontline guardians of building safety.
Looking forward to seeing more industry colleagues join the programme and become certified Building Emergency First Responders!
