Honored to Attend the Fire Services Department Professional Sharing Session

Our Past President Dr. Johnnie CHAN and Council Member Mr. Allan Wong attended the session on 21 August 2026 at the Fire and Ambulance Services Academy in Tseung Kwan O. The discussion focused on temporary substitute measures during fire service installation downtime and proposed amendments to the Fire Services Ordinance (Cap. 95).

Key Highlights:

Temporary Manual Fire Alarm Device (TMFAD)
Recognized in FSD Circular Letter No. 6/2026 as an official temporary substitute during fire alarm system failures. TMFAD integrates both an “alarm transmitter” and a “manual fire alarm bell,” enabling immediate manual activation to trigger evacuation warnings.

Takeaways:
1. Provide substitutes such as fire extinguishers, standalone fire detectors (SFD), and TMFAD.
2. Ensure proper notices, postings, sealing, and patrols.
3. TMFAD serves as a practical interim measure.

Proposed Amendments:
Strengthen regulatory frameworks, shift to pre‑approval for closures, introduce a “Responsible Person” system, reform contractor registration, and enhance penalties and enforcement.
